What Are The Policy Implications?
The business system in its own right will not have any direct policy implications however an understanding of the main business drivers may help with setting policy objectives. One of the key policy considerations is the need to have an affordable and efficient system to run the congestion or road user charging scheme. This in itself may guide policy decisions on scheme design and exemptions particularly where costs outweigh benefits. Other areas of consideration might include equity and social inclusion issues particularly relating to payment methods and customer service. Whilst there may be a policy requirement to make the system as easy and simple as possible to use certain channels will be prohibitively expensive and therefore this may require modification to policy objectives.
