What Are The Policy Implications?

Choices of charging technology should follow from the scheme design process, which in turn is governed by scheme objectives. Technology should not be driving the objectives and scheme design of road user charging. However, technologies for full scale distance-based charging in urban areas are not yet mature enough to implement in the very near future. Limitations in technology may therefore influence the choice of charging regime. A challenge for the near future will be the development of technology for the integration of urban and national schemes, and for European inter-operability.
