What Are The Implications For Other Themes?

Implementation is not a separate issue, but rather the process driver over time between different elements. In that perspective, the theme of implementation is of somewhat different dimension from the other themes covered in this report. We therefore refer to the separate chapters for further linkage information between themes.

A general implication however, is the importance for user cities of having a clear image of the implementation and decision support process in order to achieve political support and public acceptance, quality in the technical/administrative system (including costs), meeting the scheme objectives (network performance, environment etc) and setting a realistic time table.
